How can I keep the moderators from having access to the control panel? I don't want them to be able to do anything in there at all.

you could remove from cp2_lib everything dealing with :

There's also an array in cp.cgi itself (stuck in GENERIC_GLOBALS) that you can place member numbers in to restrict who can log in, etc. Might be slightly more effective.
