What is the best Free Chat Room script? I realy need a good one that can have admin features booting and stuff like that also if posible able to have more than one admin or "power person" thanks!  (I TRIED THE UBB HACK AND IT JUST DOESNT WORK) ~Speedy~

Have a look for jPiolot IRC applet, I've incorprated it into cgi script on my site, works flawlessly.
I can't afford a good signature editor

http://www.jpilot.com/ It's not a CGI script, it's a Java applet. I use a CGI front end to access the chat page, but the applet itself isn't really tied into the UBB, and doesn't sound like it's what you're looking for. Also, it's shareware, not freeware.

Ive tied it into my UBB in a minimal way, that is, it shows the user as being in the chat room on who's online, and it will automatically set their nick to their UBB username.
Works fine for what I need anyway.
I can't afford a good signature editor

That's because it relies on the fact that you need the jPilot applet + a license for it to work.

What is a realy good FREEWARE NON-RELATED to UBB's . . . chat room . . . can be a cgi/perl can be php can be html . . . but must have admin features please o please tell me and help me!
