You are looking for full-post moderation. I am not sure if it was available in the 6.4.2 series.

It's *highly* recommended that you upgrade your forum tho, wouldn't take but a few minutes to delete your forum if a pesky meddlin kid came along and decided to do so using one of the old security holes.
