Does anyone know why the HTML form tag adds extra white space around it and how it can be dealt with?

Ok, here's the answer I got:

<FORM name="test" action="test.html" style="margin:0;">

Apparently all I needed was that simple style tag.

I think I was having a similar problem. Or maybe not. I was noticing that depending where I put the </form> tag, it would at extra space around the submit/clear buttons. Weird. I can get around it by moving that tag outside of all my tables, but I don't see why that tag would so such a thing anyway.
