I use a little Icon creation program called Microangelo 98 although they have a newer version out this does me fine it also imports BMP files so i simple create an image resample the size of the whole image to about 32x32 or 16x16 and then import it in and output to an icon

Usefull little tool as it allows you to design animated Icons and flat icon and also allows the use of text to be added
